In Islam, Muslims don't condone any act of blasphemy against God and his Prophet(Muhammad, Jesus, Moses, Noah, David, Solomon, etc). But when this things are done, the public have no right to act except the government. The reason I mentioned the government is because they've the ultimate power. The populace have no right to carry out any punishment on their own(even though this happens in the north alot), like some cases in the north in which some people were accused of blasphemy and they were burned alive, this has no place in Islam.
