Actually it does. The browser and it's bookmarks are lumped with the system settings and not differentiated as a standalone app. That's why u can't selectively restore it

Yes u can. You will have to put ur sim into another phone and use its hotspot. The alternative is, if you have BlackBerry link installed on ur system, u can tether ur phone and update it from blackberry link.
