This is just telling us what we already know.... PDP was a curse on Nigeria from the pit of hell. 16 years and over $25 billion spent on power but they couldn't add up to 3000mw to the generation capacity they met in 1999. Brazil generates 12,000mw with $12billion China built the world's largest hydro dam of 22,500mw with $26billion But our lovely Nigeria spends over $25billion but couldnt add up to 3000mw.
