Go and check ur mail box if truly all the three referees as completed the form. You shld hav three different mails indicating that each of the referees hav completed the form. If you don't hav the complete 3 mails in ur mail box, then one of ur referee is yet to complete his/her own. You can easily go and change his/her name to another.

did you attach the label? If not, make a copy of the label from the portal and go to the school. There is a no-label booklet in the office there at UI pg school. Look for your name in it, if its there, they would sort you out sharperly. The staff are polite and are willing to listen to complaints.
