Most of your assertions are incorrect, Obama does not have congressional authorization to go to war in Syria, hence he is operating in very limited capacity citing previous authorizations as cover...but the GOP has challenged him on that and threat to take him to court for him involvement in Syria without congressional approval, Obama then turn around and sent congress a war authorization bill, for more than 2-3 months now, the GOP is sitting on that bill.

Obama is operating within a very fine line, his hands are tied, the GOP want war with Syria but they do not want Obama to get the credit.
