Executing guilty persons in public is to serve as a deterrent to the masses, each state uses different methods to execute those condemned to death. So, Saudi uses shariah law to judge and death sentence by hanging and beheading is allowed. Saudi is an established govt and DAESH are khawarij and other groups fighting in Syria, stop comparing the two. As for the hajj incidents; when the crane fell on pilgrims Saudi hold those that were responsible for the crime (Bin Laden construction group) were sanctioned, they payed blood money to the injured and families of the dead victims. In the case of hajj stampede prior to the incident; Saudi authorities provided the necessary security measures and medical facilities to cater for the pilgrims.
