Guy, don't get scammed.
The major networks only allow their major dealers to print the paper vouchers.
They must meet certain terms before they get the permit to do so.
If you have the means (funds) focus on becoming a sub-dealer.
It's more legitimate and easier to manage.
Some dealers may attach targets and other conditions but you can always buy directly from them at reduced rates if your money's big enough!
Ask for training or pay one of their marketing staff- a supervisor for their own marketers to show you the ropes.
Get your own marketers and sell in your preferred area.

There are better businesses out there, but this one is the most manageable due to the structure that's already in place. Plus, it's just buying and selling a known product to ready customers.
Focus on turnover, not price margin so you can get good and quick patronage.

Maybe you can look into being a distributor for an FMCG company?
Or a franchise, depending on your 'agidi'- money and time and ENERGY!!
