I depends on the country, but in Nigeria (which is the focus of your question) A minister is a senior minister, a minister of state is a junior minister or deputy minister and a permanent secretary is the highest career civil servant in that ministry.

In addition to your post and for the benefit of the OP, a permanent secretary as the highest civil servant in a ministry is non-partisan. He is to serve any government in power and ensure seamless transition from one government to the other. He cannot be a card carrying member of any political party.To a larger extent, the permanent secretary has greater job security compared to the minister and minister of state. He may not be sacked arbitrarily by the government without any infraction

Whereas the minister and minister of state are politicians. THey are people trusted and appointed by the Head of a Government to help in actualizing his policies as related to the particular ministry and they can also be sacked at any point in time by the head of government.

This is the way it is all over the world and Nigeria is not an exemption. All countries have their pecularities which may shape or adjust the above framework but basically, that is the way it is.

The caveat should be that, of course this is Nigeria with our peculiar intrigues.

The first one is the senior while the other is the junior. For instance foreign affairs one sees to the international community affairs while the junior is in charge of foreign issues on the local soil.

Permanent Secretary is a civil servant and the head of the ministry is in charge. He coordinates the activities of the ministries and other government agencies under his or her watch.

Ministers are just administrative officers who ensures civil servants carried out their duties in line with government manifestos.
