No matter how overpopulated a place can be, the most important thing that will strike out the effect of overpopulation is whether such place has the adequate capacity of resources that will either sustain the people's demand OR exceed it. l'm sure you know even a sparce community will suffer just like a dense community if the resources are found to be inadequate.

As you have said, infrastructure FIRST, before people. I tell you Sis, no matter how loose we can be with our boarders for the hope of driving development, it will still fall short of expectations if we dont create the needed infrastructure first.
