No matter how overpopulated a place can be, the most important thing that will strike out the effect of overpopulation is whether such place has the adequate capacity of resources that will either sustain the people's demand OR exceed it. l'm sure you know even a sparce community will suffer just like a dense community if the resources are found to be inadequate.

As you have said, infrastructure FIRST, before people. I tell you Sis, no matter how loose we can be with our boarders for the hope of driving development, it will still fall short of expectations if we dont create the needed infrastructure first.

Oyo State Government and the Nigeria Labour Congress (NLC), including the Joint Negotiating Council (JNC) have signed Memorandum of Understanding (MoU) to allow staggering payment of salaries and allowances to workers in the state.

In the MoU which was signed by the Head of Service, Soji Eniade, who led government delegation, the NLC chairman, Comrade Waheed Olojede and chairman JNC, Comrade E.O. Ogundiran and made available to newsmen in Ibadan on Tuesday, it was said that staggering payment was adopted in line with the statutory responsibilities of government taking into consideration, other segments of the society.

In view of the limited resources, the state government had proposed a percentage reduction in all expenditures, including salary and salary related but this was rejected by the labour leaders who suggested staggering salary payment pending improvement in government revenue.

The parties also agreed that government would concede 90 per cent of the monthly recurrent revenue receipt from the federation account and Value Added Tax (VAT) for the payment of salaries while 10 per cent balance available from the allocation would be utilized to augment other over- head cost, including running cost.

According to the MoU, the mode of payment would be subjected to review as soon as the resources of the state government improve.

It added that all due deductions would be released at every batch of payment of workers’ salaries while whatever arrears that might be accruing would be attended to when the finances of the state could accommodate such.

With the Federal government earning more than 50% of the monthly allocations from the Federation account, while the 36 states and 774 local governments share less than 50%, the status quo will still persist. The state governments will keep owing their workers and running into huge debts.

The revenue allocation formula needs to be reviewed in view of changing times and declining oil revenue.

The states are lagging behind while the federal government is earning more. That's the reason the latter had to bail the former out some months back. The states should be the one bailing the central government out in a true federation.

It's not quite the same thing as deporting people.

Not only the chiks but the most alarming is how their guys proliferate the streets of SW everyday. But wait people, is it that our SW governors and policy makers are blind to see that the region is officially overpopulated, or are they just not observant?.... I really dont get it.

Now thats one of our problems. There was one time one of these senseless flateenos insulted us on having high rates of crime and poverty, I had to remind him that if regionalism stands today and everybody is allowed to man his domain, these shiit wont happen. Right now as things are, the SW cant just come up with policies that will help reduce overpopulation in the region since we are stuck. Its bad you know....

The codeword is POLITICAL CORRECTNESS.

Why are we piling up on the governors? The inception of any democratic shift starts at the Legislature. What are our Assemblymen and women doing? Let's give the Governors some slack and put heat underneath theLegislators.

The Federal government earns about 48% or thereabout. This plus the special fund of about 7% controlled by it makes it earn more than 50%. The remaining 45% or thereabout (Rale rale - Leftovers) is shared among the federating units.

The Federal government is a real Fiscal "Bully" and its excesses need to be checked. This is a task for our National Assembly members, majority of who don't know the basics of Federalism, fiscal and monetary policies, as evidenced by the senate screening of the ministerial nominees. Those men are intellectually below average, I'm sorry to say.

The area is on the border with Benin Republic

Go to katsina state, zamfara or kebbi. even there capitals is still sparsely populated.

Those are not Yoruba villages - they're bariba/borgu villages.

The Bariba folks are in Nigeria and Benin. However, majority of them are in Benin.
