After years of construction and perfecting administrative procedures, the Oyo State Government is set to inaugurate a multi-billion naira abattoir, which is the largest in Nigeria. BISI OLADELE writes that the project, will bring about world-class meat processing standard and transform the city’s economy.

Along Ibadan-Oyo Expressway in Akinyele Local Government Area of Oyo State is the sprawling Ibadan Central Abattoir. It holds the key to hygienically produced meat, job opportunities, revenue generation for the government as well as protection of public interest.

In its resolve to build a model abattoir that meets the standard set by the World Health Organisation (WHO), the government spent N4 billion on the project which sits on a 10-hectare land. Construction of the state-of-the-art abattoir lasted for about one year.

The abattoir is, perhaps, the largest in West Africa.

By the time Governor Abiola Ajimobi inaugurates the project for operation by the end of the year, meat processing will have stepped up to the standard of the World Health Organisation (WHO). No fewer than 200 traders, including meat retailers and those trading in ancillary products and services, are expected to be employed. More traders will also access shops at the market complex and the in-built motor park; thereby injecting life into the small community.

With a police station, clinic, commercial bank and other social services incorporated in the abattoir complex, Ajimobi’s name will go down in the history of Oyo State as a governor whose tenure witnessed massive economic rebound and urban renewal. When fully operational, the abattoir will create an economic cluster and mini-town with potential for growth and development based in meat and allied products from the slaughtering and processing centre.

The project

The Ibadan Central Abattoir is a Private-Public-Partnership (PPP) project undertaken by C & E Limited, a local construction company that specialises in PPP ventures. The abattoir project was conceived and initiated in 2009 during the tenure of former governor, Adebayo Alao-Akala. It was conceived as a Build-Operate-Transfer (BOT) project for 30 years.

His successor, Abiola Ajimobi, continued with the arrangement though with a minor amendment in the shareholding and tenure structure. Currently, the tenure stands at 25 years with the government earning 30 per cent of the abattoir’s total annual revenue.

The abattoir offers both modern and traditional slaughtering methods, rapid turn-around time and excellent hygienic conditions as against the current informal structure that leaves room for unhygienic slaughtering and meat distribution processes.

The project has the capacity for 1,000 heads of animals (cow, sheep/goats and pigs) per day and is expandable to 5,000 heads per day with excellent ancillary facilities.

Manual slaughter slabs

The abattoir has two manual slaughter slabs with average area of 1500 m2 each and well furnished to accommodate over 200 butchers slaughtering cows, pigs, goats and sheep simultaneously.

Mechanical slaughter slab

The abattoir boasts of the mechanical slaughter slab, which is in use in all developed countries. It has the capacity to slaughter 500 cows per day, which is expandable to 2,000 per day.

Lairage

The lairage comprises the Veterinary Doctors’ Office, Health Officers’ Office, Modern Laboratory and three concrete-paved holding pens for animals before slaughtering. The holding pens are approximately 12, 000 m2 in size. Arrangement for offices for veterinary doctors and health officers makes the environment conducive to the discharge of their duties. Since animals are brought into the abattoir in large quantity, the doctors and health officers will find it more convenient to offer services in a centralised place; thereby ensuring that all animals pass health test before they are slaughtered and passed on to the public for consumption. Their services will also be enhanced with the provision of the modern laboratory.

The holding pens offer a comfortable place for the animals to stay for a minimum of 24 hours before they are slaughtered. This enables the animals to be stable after a long journey from the northern part of the country before they are slaughtered. The pen for the cattle is different from the sheep’s and pigs’.

Security and storage

The abattoir has two large cold rooms with 24-hour electricity supply and a modern red brick incinerator. It also has three gate houses and a police station for security purposes.

Administration/hospitality

Within the large complex is an administrative block, which comprises offices for members of staff of the firm and related workers. The block also houses Butchers Cooperative Building, a commercial bank, a canteen and a clinic to cater for ailing butchers, staff and customers.

Market and shops

There are currently 224 shops for grabs by meat sellers and other traders in the abattoir.

External services



The abattoir contains five conveniences, good road network with asphaltic pavement and concrete drains as well as external electrification, including solar-powered street lights.

As part of the agreement reached by the government and the firm, all other abattoirs in the 11 local government areas in Ibadan are to move to the central abattoir to ensure slaughtering of animals in a hygienic manner. The idea is to guarantee standardisation of the meat being processed in the city for the health of consumers.

Other smaller informal abattoirs in the city have already been declared illegal by the government; with the expectation that butchers will move to the central abattoir to begin operation before the end of the year.

Representatives of government and the firm have held series of meeting with the butchers’ association in a bid to educate them on the importance and gains of the central abattoir to their businesses and the health of members of the public. The association, in a December 10, 2014 letter to Ajimobi, also expressed their preparedness to move to the new abattoir.

Government has also written to all other abattoirs in the city to move to the modern abattoir for further activities.

When the government finally enforces the order by December, activities in the central abattoir will be in full swing, bringing fulfilment to all stakeholders, including residents in the community.

It is estimated that the project will generate about 2,000 jobs with coordinated revenue to the government and protection of the health of the public.

Much more than the government and members of the public, veterinary doctors practising in the state are very excited at the project.

Speaking about the abattoir, the Chairman of the Oyo State branch of the Association of Veterinary Doctors, Dr Musbau Ibrahim, said the association would be the happiest to witness its inauguration.

According to him, the association had been in the forefront of agitation for a modern abattoir, given the dangers inherent in informal abattoirs which he described as unfit.

Dr Ibrahim said a modern abattoir is central to the health of the public, given the fact that Nigerians consume much meat.

He explained that the new project will ensure that all necessary ante-mortem and post-mortem tests are conducted on all the animals before they are passed onto the public for consumption.

He added that the central abattoir would also ensure the welfare of animals; from where they are purchased to where they are slaughtered.

“The animals are properly checked to ensure wholesome meat is delivered to the populace, thereby reducing diseases such as tuberculosis, brucellosis and anthrax that could be contracted from eating meat,” he said.

The veterinarian also expressed hope that meat can be exported from the abattoir if properly managed, adding that it will also help the disease reporting system in the country.

He added: “We have met with butchers to educate them on the need to run a proper abattoir.”

He said the association was willing to partner with the government on the project for the health of the public.

Mohammed Fawehinmi, eldest son of the late foremost legal practitioner, Gani Fawehimi, has lambasted the governors of Oyo, Ondo and Osun states over their alleged failure to develop the states.

He specifically demanded the impeachment of the governor of Oyo State, Abiola Ajimobi, by the state House of Assembly.
Mr. Fawehinmi stated this on Thursday while delivering a lecture at the Obafemi Awolowo University, Ile-Ife, Osun State.
The lecture, entitled “Youths Impact in Free and Fair Elections,” which was second in the series, was organized in honour of the legal practitioner, who died in September 2009.

According to him, the three south west states have remained at the same level of decadence because of the refusal of the governors to make any meaningful impact since the governors assumed office.
“Oyo State is a shadow of herself from what it used to be,” Mr. Fawehimi said. “Everywhere is very bad and it is something that is unbecoming, I clamour for impeachment of Oyo state Governor Ajimobi”
“Since he is incapable he should be impeached from the government. The last few years in Oyo has been very bad. I passed through the place and I was unhappy.”

He also said there had been no major improvement in the State of Osun under Governor Rauf Aregbesola, “except that when I got to a part of the state I saw a new statue; everything looks unchanged, nothing so new or no improvement.”
He also accused Governor Olusegun Mimiko for alleged “underperformance.”
Mr. Fawehinmi said but for the efforts made by the students of the university, his father would have died without earning the title of Senior Advocate of Nigeria.

According to him, it was the students of the institution who awarded the late lawyer the title “Senior Advocate of the Masses,” that they now conferred on him the prestigious title of SAN.”
He said, “My father would have died a man without the apex title and would have being robbed of what he deserves if not for the effort of OAU Students.
“Nobody knows the role OAU students played; it would have been miserably painful for my family.”

Mr. Fawehinmi also accused OAU management of falling below standard and not paying attention to areas of needs of the university.
He claimed that the institution had lost its glory and could not boast of the standards it was known for.
“I went to the hostels in your school (OAU) and it is a shame. When I saw the living conditions of students, it is even dangerous for your health as students. It is time to call the attention of the Federal Government to the sorry state of this school.”

The President of OAU Students Union, Omotayo Akande, criticized the administration of President Muhammadu Buhari over its plan to pay N5000 to each unemployed Nigerian youth.

He said, “We have lots of decadence in the education sector that needs attention and all the president can think of is investment of over one trillion naira in paying young unemployed graduates, does he mean graduates are worth just N5000? He is only compounding woes of Nigerian youths.”

But mind you, I wont rule out going back to the state if need be, maybe for politics or any other reason....

he Executive Governor of Oyo State, Senator Abiola Ajimobi, has expressed his gratitude at joining the prestigious Ibadan Polo Club as a full-fledged member, besides being a mandatory patron to the club as the governor of the state.

The governor, who addressed members of the club in company of his wife, Chief Mrs. Florence Ajimobi, pledged to embrace the game as a means of recreation, especially after leaving office as governor.

Ajimobi also accepted to sponsor the cup instituted in his honour during the annual major tournament of the club.

The captain of the club, Kanyinsola Owoeye, while presenting the trophy to the governor, said the cup would be played for by polo players with handicaps +7 and 8, considering the importance attached to the cup by the club.

I think my ex's mum is from Ibadan but her dad is from Ife or so, but since he was never around, she aligns with Ibadan cos I know every time she goes to naij - she only visits Ibadan.

Archbishop of Methodist Church of Nigeria, Ibadan Archdiocese, Most Rev Kehinde Stephen, yesterday told the six South West governors that many of them did not promote the ideals of quality education the way the late sage, Chief Obafemi Awolowo did. Stephen disclosed this in his homily delivered at the commendation service for the matriarch of Awolowo family, Chief Hannah Idowu Dideolu (HID) Awolowo. The service was held at the Methodist Church Cathedral, Agbeni, Ibadan.

Kehinde said this in the presence of Oyo State Governor, Abiola Ajimobi and his wife, Florence; Osun State Governor, Rauf Aregbesola, his wife Sherifat; Lagos State Governor, Akinwumi Ambode; wife of Minister of Solid Minerals, Mrs. Bisi Fayemi; former Nigerian Ambassador to Philippines, Yemi Farounbi; former Education Minister, Prof Tunde Adeniran, an industrialist, Chief Bode Akindele among other dignitaries.

The archbishop, who noted that the quality of education received by former Premier of Western Region, Chief Awolowo, at the Wesley College in Elekuro, Ibadan when he was a child, served as a pedestal for him to introduce free education in Western Region. But the governors, he said, have continued to pay “only lips service to the need to commit resources to education. Most claim to be disciples of Awolowo they proclaim free education and have allowed the institution to be so run down that no one would want his own children to have anything to do with such public schools.” The government, he continued, forcefully took over missionary schools “because they thought Nigeria was so rich and turned them to a ghost of their former selves. What you have left today are dilapidated infrastructure, poorly motivated teachers, deprived children, who can hardly spell their names after six years of being given automatic promotion.

“I went to some schools as part of my episcopal visit, I nearly shed tears. No shoes in 2015; pupils in our schools don’t have rubber slippers to put on. We cannot defend this when we gather round the remains of our dear matriarch. I am glad, their excellencies are here. I am sure, they cannot rise from this place without getting their cabinet in place to address the state of education in Nigeria. They must do it as part of honour due to the Awolowo dynasty.

“I believe the Awolowo family would weep for Nigeria today.
“The education sector has become one of the most neglected aspects of our national life. I say this with great respect; I know there have been transformational signs in governance in the Southwestern part of Nigeria.
Governor Ajimobi, in his address, said he shared the sentiment expressed by the archbishop on education, saying the government believed that education must be holistic, adding that, “today in Nigeria, we need to review our education system.

The National Coordinator , Oodua Peoples’ Congress , Otunba Gani Adams made history yesterday in the Uk when he floated a Radio Station and an Online magazine solely for the promotion of “the pristine Yoruba culture , tourism heritage and tradition”
The inauguration ceremony which was attended by distinguished Nigerians and eminent personalities who commended Otunba Adams for doing the Yoruba race proud ‘
A veteran Nigerian born Britain based journalist , Mr Fatai Ogunribido described the stride of Otunba Adams as “the best thing that has ever happened to the promotion and sustenance of Yoruba culture and tradition in recent time ”
He said that that Oodua Voice has come to stay and would be the best of such station in the UK .
The guests were happy when they tuned to www.ooduavoice.com and listened to a programme anchored by Bubble Master and Lasley Oladigbolu , President , NUJ , UK .
