A few points:

First the minimum wage is a legal requirement. It's not for the Governors to say they can't pay it. They have to.

Second. The governors need to start to reduce their costs just as the FG is doing. They need to reduce ministries and reduce the size of their payrolls to a more affordable level.

Third. Every state govt must explain EXACTLY what it uses security votes for. Considering the fact that security is provided by the FG, I've never understood the need for this particular budget item

Until dec, the price of oil was stil 40+-$50+ yet this was going fine. What went wrong apc. Allways wailing. Ngozi would have handle this better. Upon all the propoganda of secretly returned billions of stolen funds and other recovered, they are still wailing. Increase the workers salary biko.
and when it dropped, did it fall to 40usd in one swoop, as a oil forex trader, i know the real drop month in month out was from july 2014, and it moved from 100s to 90s to 80s to 70s to 60s in dec 2014 over the months. FYI, Madam Ngozi borrowed money to pay April 2015 monthly salaries Is that your idea of how she would have managed it better?.

How would they survive when all they have is recurrent expenditures all year round after allocation from the so called FG.Non could think of other means of generating revenue.This country is saturated with useless leaders and useless followers without brains.Even the youths are the worst,no insightful dicussion, all they do is sing praises to their useless affiliated political parties and tribes men even when it's obvious they have nothing to offer.
It's so apparent that this country is doomed because we hide the truth and embrace evil,lies and deceit; and the worst calamity will befall the youths who have failed in all aspects.

cash crunch worsening

A cash shortage caused by low oil prices has forced
Nigeria to borrow heavily through the early part of 2015,
with the government struggling to pay public workers,
officials said Wednesday.


"We have serious challenges. Things have been tough
since the beginning of the year and they are likely to remain
so till the end of the year," said Finance Minister Ngozi
Okonjo-Iweala, adding that more than half of this year's
borrowing allowance had already been exhausted.
Nigeria, Africa's top economy and largest oil producer, has
been hammered by the 50 percent fall in oil prices as crude
sales account for more than 70 percent of government
revenue.


"As it stands today, most states of the federation have not
been able to pay salaries and even the federal government
has not paid (April) salary and that is very worrisome," said
Imo state Governor Rochas Okorocha.


Okonjo-Iweala said the federal government had a projected
borrowing allowance for 2015 of 882 billion naira ($4.4
billion, 4 billion euros).
But 473 billion naira had already been used up to meet
recurrent expenditures, including salaries of public
employees.
"We have front-loaded the borrowing programme to
manage the cash crunch in the economy," the minister told
reporters.


According to the Central Bank (CBN), Nigeria currently has
$29.6 billion in foreign reserves, but analysts said
depleting those funds to offset revenue shortfalls could
further undermine global confidence in the country's
economy.


The CBN issues letters of credit to all domestic firms that
import foreign goods, a measure which serves as a
guarantee for international companies that have been
reluctant to do business in Nigeria, said Jide Akintunde,
editor of the Financial Nigeria magazine.
The CBN is expected to maintain reserves covering six
months of imports.


"If we do not have the required level of reserves, imports
could start to freeze up," Akintunde told AFP.
For Okonjo-Iweala, accelerated borrowing is the easiest
strategy to manage the current shortfalls, Akintude said,
although with a new government set to take power at the
end month, the revenue crunch will soon be someone else's problem.
