They didn't ask for anything. I logged in, went to cases. No open cases. Checked closed cases. Saw all the reversals. They opened and closed it the same time. Nothing is being asked. They said it has been permanently limited.

logging into PayPal from Nigeria isn't an issue ,we have many Americans in Nigeria that access their PayPal with Nigeria ip,and this is not peculiar to PayPal alone even MSN and hotmail does it at times .they will tell you your account was logged in from a different location and temporarily suspend that account and ask you to answer some questions . In such an issue ,all you need to do is get in touch with PayPal and tell them you are in Nigeria and provide every correct answer to their questions . Once that is done the account limitation will be lifted and the person can use his us PayPal in Nigeria . But with the man issue ,he has a us PayPal which was been accessed continually from 2 different locations and only god knows how many times in a day.PayPal system must have noted the frequency of the different location logging ins and thought maybe someone was monitoring the account to steal from it. You can access and use your payal account from anywhere in the work once you can present enough prove

You might only escape that if you are using the same device you used while in US to access it in Nigeria. Yes, he can't use it unless his details is removed from the limited account. Does he have his ssn on your account or is just his mobile number and address that he has?

Did they tell him why his account was limited when he called because that is the first thing to find out from PayPal before taking your next. This is the time to combine raking and professional together to achieve your goal.

Before PayPal came to Nigeria, I was using Benin republic PayPal with Nigeria address and ip address but some Nigerians misused it and PayPal blocked any Nigeria issued card with Nigeria address on their system and the cards of those who scaled through then were removed immediately they expired but mine was left for me to update. However, the idiotic bank I was using then messed up everything for me by giving me a card that was not activated there by telling me the issue I was experiencing at that time was done by paypal, I had to vent my anger on PayPal base on what my bank said by copying all their executives in the mail from their then CEO to the least among them. They called and spoke with me regarding the issue, in the process of scrutinizing their system to resolve the issue; they found out that my account was created in Nigeria and I have also been accessing the account in Nigeria. They immediately informed me with a detailed information of how the account has been accessed and limited the account. I was told by PayPal that I should hold on till when PayPal comes to Nigeria to open another account or if I travel to another country then I should open another PayPal account but it should not be accessed from another country. It was after the whole scenario that my bank called to inform me that the card has been properly activated as it wasn't done properly when I was experiencing that issue. #Medicine after death.

As for ebay, ebay has been there for Nigerians except they were not able to make payment.
