QuotaSystem: Bros TSA means that all fedral govt transactions are lodged in a single Acc and the people who make this lodgements are staffs of Ministry of Finance while the receiving bank is CBN at the point of ech lodgement their is a sub head if u pay in money sha u put the senders name so it is with the TSA and ordinary individual do not have access to this TSA without authorization from Finance ministry , so for u to say that the minister of that ministry is not aware that money went into the account even the CBN gives details of transaction to the Minister as the chief accounting officer of that ministry so for u to say that the minister is not aware of the operations of that very sensitive account leaves one wondering if this is the way to a better Nigeria |

Rad1cal: You forgot to add the billions of Naira in penalties on First Bank, Skye Bank and one other bank for not returning NNPC's accounts to the TSA. Those defending the minister and PMB also forget that revenues fluctuate and are not constant every month. Besides, there are some revenues (JVs and govt interests ) that come in once a year (e.g. the NLNG payments in June). All these could have increased our earnings in October. Let's also remember that we have been having difficulty selling our crude. This could also result in deferred sales, payments/proceeds from our oil exports. Finally, I want to believe that with the TSA, any unexpected or unplanned revenue receipt wouldn't go unnoticed. So, my conjecture is that the minister probably knows nothing about the returned loots, she knows about the loots but do not have all the details and so decides not to mention the amount or she knows all about the returned loots but hasn't been authorized to release the figure to the public. |

I’m determined to fight corruption in tertiary institutions, says Buhari PRESIDENT Muhamadu Buhari has assured that the problems being encountered in the tertiary education sub-sector as regards the implementation of the Treasury Single Account (TSA) will soon be addressed He gave the assurance during the 27th convocation ceremony of the Federal University of Technology, Akure (FUTA), Ondo State. The President said his attention was drawn to the resultant discomfort the implementation of TSA has caused in the academic and administrative activities in tertiary institutions in the country. Speaking through the Executive Secretary of the National Universities Commission (NUC), Prof Julius Okogie, he explained that the TSA policy was introduced in order to enthrone financial discipline and curb corruption in the country. The TSA was “introduced for a good cause and the issues involved in its implementation as it affects tertiary institutions are being addressed.” The President reiterated the ‘zero-tolerance for corruption’ by his administration, saying he was determined to lead by example. “We shall obey our laws and shall be transparent, accountable, just, fair and demonstrate integrity in all our undertakings. “The leadership of this university should therefore, continue to be prudent, transparent and accountable in the management of both human and materials resources. “Government is determined to fight corruption at all levels including corruption in academics in our tertiary institutions. “We cannot speak of effective and efficient funding of the education sector if our universities are mired in crises, confusion, fraud and lack of institutional vision. “I must at this point call on universities to be at the vanguard of the fight against corruption and eroded ethics, which constitute a major component of our societal ills. “We must all endeavour as citizens and members of the academic community to enthrone the spirit of hardwork, honesty and inspirational leadership which are the hallmark of any citadel of learning.” The President said the need for the diversification of the economy is ripe now considering the dwindling fortune of oil in the international market and charged universities to join hands with Federal Government in the onerous task. Buhari is incapable to lead Nigeria in a Democratic system of Govt. He does everything secretly as a military man. Could u imagine a whole office of finance minister has not been briefed and handed over the details of so called RETURNED loots. Is TSA no been using as we were told by Mr Buhari?
