i ain't in nigeria so there's no way the transaction can be done in naira. Try using tripadvisor and see if you can book a flight in naira. The error might be from your bank but definitely not a policy from pmb. The only policy is limit of 300$ cash withdrawals from ATMs but no limit on POS transactions
