That's the point, the money for armoured vehicle purchase for past heads of state must have being budgeted or if needs necessitated it, adding that to supplementary budget wouldn't be hard. Nothing will happen to GEJ because buhari will want it so, but if Dasuki keeps spewing trash, buhari might have no choice than make EFCC invite GEJ to prove or account for all excluding none that transpired in his administration.
