Nonsense literally, in any correctly structured organisation the use of milestones and deadline is the accepted modulus operandi , and the only true means of evaluating progress.

It is also obvious the change in management from state governors imposed men in Abuja (MIA) to technocratic experts, some with experience in the realities of governance in the persons of Ibe Kachikwu , BRF, Ameachi, Ngige etc has resulted in an effective management at the top who demand same of their subordinates. Kachikwu has done a great job of restructuring NNPC and all other relevant departments as required and implementing the policy of progressive change.

Your bitterness in the electronic victory of APC and the hope it provided for the future of Nigerians is truly sad, we are in economically trying times , the damage to the Nigerian system did not start with GEJ it goes back to the times of shagari , it has come to an END.

It would be a slow and difficult rise, but sorry to disappoint your best desire to see GMB/APC fail, that is never going to happen by God's grace.

Be proud and encourage your government for once when it is obvious it is working overtime to elevate your reality of poverty. We are in December don't enter January with hatred in your heart it may spell doom in 2016 for you.

It is obvious you lack the ability to read, it was clearly stated and is public knowledge for those who seek information all the refineries were closed for upgrades and rehabilitation at the same time sometimes around September. The Warri and PH refineries have a larger capacity and would be done in the next 2-3 weeks.

They are different facilities and their circumstances are technically different.

You do realise Kaduna is not as arid as you may have been made to beleive, it lies on the planes of the Kaduna river a tributary of the Niger river and had a lake the north near tudun wada. Agriculture has been an historical part if Kaduna culture

As concerns the case of the refinery, Kaduna lies at the center of Nigeria , just north of Abuja, a vibrant economy and history has made it an administrative post from colonial days and it therefore has the infrastructure to support the delivery of PTMS to the other northern states to it's west and eaat

I have seen very few projects run really effectively and efficiently. Don't blame Buhari for NNPC efficiency. That is a company that is at least 45 years old and has engineers and managers who have second degrees from major universities in the world. They are supposed to have a corporate strategy that runs independent of government and indeed they used to have in the 80s.
CORRUPTION IS THE PROBLEM.

Refinery Turnarounds are a project Management activity so stop talking about efficiency built into units. That is more operations phase discussion. Nigeria is lacking project management capabilities but over and above that you have corruption that has eaten up the place. When you have corruption you don't analyse , you sack which is what Kachikwu put them on notice for a few weeks ago. The refineries should be given to Indians to manage for a fee. There should be incentive to the Indian compaby for plant reliability and asset condition integrity which should be done by auditors every yeat.
All Nigerian managers and middle level officers should be fired. The strategic management of the refineries as "as external contract managed entities' portfolio should be done from HQ.
We need a more American attitude to business - demanding, efficient, direct, simplified and devoid of unnecessary verbiage going nowhere. Hire and Fire based on.performance.

Some peoples blood are so corrupt that even when a consular in the US embassy ask them to come back in 3days for their Visa they will still tell the consular that He or She is making a big mistake for granting their Visa application. If somebody is never contented and as well fastidious there is nothing PMB's Administration will do that they will ever appreciate.......... Even if PMB buy a mansion for each and everyone of them they will still shout who send you............ YOU HAVE AGAIN BROUGHT IN TRIBAL SENTIMENTS INTO A NATIONAL ISSUE.U NEED TO UNDERSTAND THAT THE REPAIR REQUIREMENTS OF ALL THE REFINERIES VARY.IT SO HAPPENS THAT THE KADUNA REFINERY'S REPAIR MAINTANENCE REQUIREMENT WAS BY FAR OF A SMALLER SCOPE THAN OTHERS,THIS INFORMED ITS EARLIER COMPLETION

How is 110,000 BPD= 16,000,000 (roughly) litres of crude supposed to yield just 1.6 million litres of PMS?!

BTW, we do not consume 40litres of PMS a day, and should be doing roughly half of that if we have near stable power supply! These things are intertwined: exchange rates, pump price/oil export/refined products import/refineries working, power supply, security, jobs, good roads, and e.t.c.

Build new ones please ! You made mention of avg of 40 million litres petrol consumption daily, we cant celebrate a kaduna refinery to produce 1.6 million litres. No No No, this government wont be forgiven if by middle of 2018, we are stilli importing refined fuel.

Every broken system PDP left behind will be fixed. It may take time, but God will grant Buhari the grace to do it. The Ekpas can form all the fake impatience they want, but we will not forget they caused the mess in the first place.
