I don't know about your dept/faculty but for me certificate is ready. All you need to do is to show the receipt of the convocation fee. If you haven't, it's 10k @ senate building along with your clearance, Id card and passport.

On the issue on ground, there is this news that ID card is pretty much needed at the camp, hence my fear of going for the certificate now since it will entails me submitting my ID card. So, I was thinking maybe I should just go for the SOR and go to the camp with that one plus my ID card and come back for the certificate later.
