I think they were both released in 2013 tho, so they can't be much more powerful than each other.

You can try buying the Lumia 640 XL, it's around 40k.
I'm not very sure it has that 3G feature too, you'd have to research yourself or maybe someone here will help you with info.

Yes you can download files that are below 100MB with mobile data

The sign is for location. it means your phone location setting is on and the phone is currently accessing your location.
