Controversies over the 2016 budget may have just begun, with a fresh N3.9 billion injected into the second version of the budget presented by Ita Enang, special adviser to President Muhammadu Buhari on national assembly matters (senate).
On December 22, 2015, the president had presented the appropriation bill before a joint session of the national assembly, and was well received as an expansionary budget aimed at stimulating the economy.
On Tuesday, it was discovered that the budget was missing at the senate, and there have been speculations that it was withdrawn for correction.
Senate President Bukola Saraki met Buhari immediately after the senate plenary session, and thereafter dismissed the reports, saying the budget was with them.
The presidency said hundreds of copies of the budget were presented
to the national assembly and all could not possibly be missing.
TheCable obtained both copies of the budget and highlighted the disparities between the two versions of the 1,810-page document.
Most of the changes made were relating to the state house and the presidency in general.
Fresh N3.9 billion was included for routine maintenance of the presidential villa, while the amount stipulated for the purchase of BMW salon cars was reduced from N3.6 billion to N340 million.
Below is a table showing the changes made to the 2016 budget:

What is embarrassing about the current budget debacle is the clandestine manner the Presidency went about it. What is even more worrisome is that they do not consider it morally expedient to own up to this national disgrace and explain to Nigerians why they did what they did - even if it is Damage Control.
---
The National Assembly should be courageous enough to say it the way it is. The Presidency is a complete joke and the NASS should call them out. If their intentions were pure, are there no official channels to withdraw and correct the budget? Couldn't they just claim that they wanted to adjust the budget based on current realities of oil price? Our leaders are so dumb and brazen in their dumbness, that they think the whole citizenry is dumb too.
---
Did I just notice a fresh budget of N795m for website upgrade for Ministry of Solid Minerals? That had better be a clerical error, else that would be a joke of epic proportions.
---
I don't care how genuine or patriotic their reasons were, using a fraudulent method to do the right thing is wrong. It will only serve as a precedence and simply reinforce the cycle of wrongdoing. This is a democracy and democratic channels must be engaged in doing the right thing.

I pity PMB because those surrounding him are not better than those who surrounded GEJ.

PMB should sack those saboteurs in his cabinet.

If the wailers above aren't so intellectually lazy, they would simply have added all the reductions made and added all the additions made and compared both figures to see if there's been a net increase in the overall budgetary sum. But of course they can't- they are called Wailers for a reason.

What is even more worrying is that some persons will come here to defend this epic embarrassment of a government.

Don't be fooled by the reductions, see the increments /additions.Perhaps our version of Natural disasters are our politicians/leaders.

The government of APC who promised Nigerians CHANGE and different way of governance is nothing but a caricature when compared to the last administration of PDP.

I presume PDP is better coordinated than APC, how to you explain this continuous show of shame and international disgrace for a simple matter of presenting budget to a house headed and populated by APC members ?

APC budget of SHAME is nothing but a complete fraud and attempt to professional bankrupt Nigeria.

I implore you to take an objective view of the budget as published on the budget office website and see the professional way APC planned to loot the country resources without leaving any trace.

My point is clear, NOTHING has CHANGE between PDP and the 'Holy APC'. Only Media Caricature.

APC, Party of professional liars and career fraudsters.
