Every student of Politics knows that to move a motion requires pressure group. Nothing stops Nigeria from calling a referendum tomorrow. SS/SE dont have a majority in the legislative and hence that route is pointless. The legislative is not necessary for break away regions. International law makes provision in those circumstances.
