I don't want to make a colligated claim but I think for most men who declare they can't cheat they haven't really had the most decorous opportunity to latch on. They are either living in denial or just assume they can't until the perfect moment surfaces.

It's not just a man thing though, both genders shares similar animalistic behaviour. A lot of women too fantasises about having sex with a non partner. But they attach intense emotion on sex unlike men who just indulges for the fun and move on. That's why it seems like men cheat more.
