Yes, the standard $25 million JF-17 was not good enough for their standards - they would have had to modify it.

The ~$20 million Kfir would meet their standards and be cheaper


40 year old Kfir > JF-17

Too expensive to modify to their requirements not standards (majority of air forces have aircraft's modified to their requirements). Argentina just couldn't afford to do it and now can't even modify the Kfir because they are broke. So it will be Pucaras for them for now.
