For checking out, the seller bears the fee as he is he really charged a merchant's fee by PayPal... For fund transfers, the receiver of the funds bears the transfer charge which is generally calculated at 3.9%+0.30 of the amount being sent to the receiver...
You can use salecalc.com/PayPal to calculate how much you or your receiver will get when sending funds to him/her.
