Application fee is required. And the chances of Chinese Government scholarship through the school is lower compare to through FSB/Chinese Embassy.
We have several schools in China that are participating in these Government Scholarship and trust me,not all schools require money for application. Send me a PM,I will give you a School that don't require a dime.Also,as regard the probability of getting the scholarship, I still stand on my word that this is the best approach. Just call/send a Professor in the department you want to go to that you will like to be his research student,do your rapping's and all.Once he/she accepts your proposal,it will be very easy to get the scholarship. yeah u r right though. but d best options are still dose ones mentioned for PG. My broda notin is as good as studying in Uk or US/Canada cos d way d FSB scholars are treated after dey get dere isnt fair at all. I would advise any young and smart person for masters to Write TOEFL/GRE &apply for scholarships in UK/US/Canada and other financially buoyant European countries. Alot of opportunities abound in those countries than for someone to just waste 3-4yrs in a strange country for MSc.

Am rounding up my masters program by September/October this year in Nigeria,i also plan to apply for PHD scholarships in the stated countries once am done with my masters,my field is Business Administration,so how do i move from here,with respect to the TOEFL/GRE exams and the opportunities i can tap into in those aforementioned countries.Your advice please.

South Korea Scholarship is presently open,you can apply through the Federal Government board or directly to the University,same with China and trust me you stand a better chance of getting the Scholarship when you apply directly to the University than via FSB.Ask Miss remove4life(a scholar in Macedonia about this fact).You can also apply through both mediums.Check blog.pakistantutor.com under Education/Scholarship.

If you know anybody schooling in China,this is your best bet,make contact with the person. He/She can really help you get a Professor who will want to adopt you as his/her research student.Once the Professor accepts you,you have a very high chance to get the scholarship. Most China students use weechat,you can connect with them via that medium,Or just type Nigeria students in China,Nairaland on google(you will find some Nigerians schooling there, they might want to help you).Cheers

I didnt want to comment all along but at this point, i would also like to make some corrections and additions.
For PG : Russia, Japan, China , Turkey, Mexico, South Korea are good options.
Russia is meant for dose dat can speak Russian or had their B.sc from russia.
china,japan, south korea and turkey are the best for sciences and engineering with better chances of getting in.
Hungary and serbia offer few slots (less dan 10) for the whole nigeria for both UG and PG, and for Hungary also even if u pass the FSB test/interview u would still be screened again by thier own scholarship board and u would write anoda exam with other candidates across the world at dier embassy here in Nigeria b4 u can have a chance.
Greece is having financial problems for nw.
Cuba is for doctors, while mexico mostly prefer lawyers and doctors.

for UG: the best options are Russia, Ukraine, egypt ,morroco, algeria and china.
Macedonia and tunisia have few slots also across Nigeria.

so u all should choose wisely.

I went to FSB office to make enquiries, just to be very sure of the requirements(I won't be applying though, went with a friend who applied).Note the following:
If you plan on using your Neco,you won't get the scholarship.
If there is a mistake in any of your certificates especially date of birth or error in name in your Waec result,you won't get the scholarship.
If you choose Mexico or Russia,and you didn't do your undergraduate there(for PG students), you won't get the scholarship.
For those who are yet to apply,I won't advice you to choose Turkey or China(PG applicants).
If you are not very good in Maths,forget Japan
It is adviceable to go through the courses your choosen country is offering because if you choose a course that they ain't offering,you are O.Y.O.
For those applying to Japan(SSCE holders),make sure you want to go read Engineering there if not O.Y.O.
Make sure your birth certificate is from NPC if not you won't be nominated.

Anyone with directions on how to get there from Lagos? Also which hotel around the place, and cost is the best to check in?

1: Which country is best for MSc metallurgical engineering, materials engineering, mechatronics engineering or engineering in general apart from russia and china?
2: Must one receive an acknowledgement mail after clicking the submit button.
3: The proposed study plan/title of research, is it basically for all PGs or for PHD applicants only

You have to go down to the location where Abia state applicants are expected to write. It's based on state of origin. Representatives of states will be there to confirm ur cert of Local Government origin.
