It is amazing to see how Russian propagandists are trying to out perform each other in their post glorifying kadyrov and Putin.

You don't need to be an expert to know why kadyrov is spreading this disinformation. Even Russians don't believe what he said. Chechen youths are leaving in large numbers to join ISIS and he as been doing everything to win the information war since some of them are threatening to return home. Add that to the fact that he is one of the most hated politician now because of his recent divisive statement and threats. He is trying to justify why he is still getting a relatively large budget at the expense of other regions.
