This passport blackmarket issue is why the personnel in those agencies (especially immigrations ) will not allow any of such plans to see the light of day.
The New NIMC cards shd actually have served the same purpose as a passport, maybe with some small modifications or certification from immigrations but nor be for Naija.

The prices are N27k for the 32-page passport and N35k for 64 pages. I will advise you to go for 64 pages as you will get it almost immediately like say a day or two days. But if you impress on them how urgent you need it, you can get it same day for same price N35k. Go to Ikoyi office and ask for the PRO. Tell him that a journalist sent you.

if you pay through bank by yourself, you'll get it for less than 17k but if you allow the officials at the immigration office to run everything, you'll spend above 20k. I did mine February 2014 for #15,385. I registered on the immigration website, printed a form and took it to Diamond Bank for payment (9,085) and the other sums includes sorting and my transport to the office.

I got mine in 2012 for less than 9,000 @ Akure. A friend of my renew her passport 3 wks ago at a price of new one for the lower pages for just 18,000 in Akure. Just a pity that many were falling for scammers and the so called Agents. Be wise.

My candid advice? Dont pay anyone... Just go to their website and start ur stuff from there. Get all the required papers and go to their office... Submit your paper urself one by one at each counter for verification and before u know it, you are out of there... I did same and it was so good that I didnt even spend much time

International passport is almost like Dollar supply,
The official price for 32pages is 18k but the "parallel market price ranges from 25-28k.
While for 64pages, official price is 25k while the "black market" price is anything >/=32k

I'd advise you go for it though, unless your intent for it isn't for traveling.
And you'd better get it fast before the agents dollar-ise the thing
