I do not think this is Royal family protocol this is international protocol. Generally Heads of States do not go to airports to receive other Heads of states though there are exceptions made when very small countries welcome very prominent Heads of State or perhaps to make a statement of respect or love in exceptional circumstances (Major creditor ). Nigerian Presidents do not go to the airport to welcome Heads of State though there have been a few exceptions but generally this does not happen
