Regarding your issue, this issue can happen because of many reasons. But from your description it seems that you are experiencing internet connection problem at your end. It seems that your internet IP is not static, which is required for logging in to the cPanel.

And if the IP is changing then the login session will fail. But I cannot be sure of this unless I know the exact error message that you are getting at your end.
