Couldn't agree anymore on the MAGIC part. I travelled briefly from my usual location and also had trouble checking out. My payments were declined on the merchant's site. Called paypal and same thing over "your account is fine" and nothing wrong on their end. I signed into my account seeing a message saying I had been randomly selected for a security check and they asked me to confirm certain details. (NOTE: I had seen this message before even calling them to complain about checking out but I ignored it). Afterwards, it was verified and I could pay again once.

Yours was security check which they sent mail to you but they never sent any mail to him, I have been there so I understand his PayPal issues. He can also have 2 accounts if he wants; 1 premium/business account and 1 personal account.

I wasn't mailed, it was a pop-up that occurred when you log-on with a PC and not a mobile phone. And when you call paypal about the security pop up, they would tell you your account is okay. Yes, I already said "except" one is a business account, that is the only way he can have two accounts.

and Yes, they stuck to that phrase a lot, and the supervisor I spoke with actually acknowledged that there was a problem indirectly and when I kept querying him as to what caused the blockage because they could see the payment I wanted to make and also the action of their system blocking it, He merely said it's company policy not to disclose what caused it, maybe so that people won't device means of bypassing it.

Have you used another device to try signing on to checkout on ebay? Have you tried tried making this payment with your mobile phone? Paypal doesn't allow more than one account except one is business (last I checked). If you are changing countries, they tell you to close the old one, and set up a new one in the country you may have moved to. So yeah, you can close your old one and go through the process of opening new one again but note that your old transactions would be gone and your new account treated as a fresh one. Personally, I am of the opinion we should get to the bottom of this. How much is the item you are paying for? I thought about the possibility of your bank declining the transaction, but I think paypal would have informed you over the phone call.

I believe it's solved now. After the session with the supervisor yesterday, I waited till this morning before I tried the transaction again but this time I used a different OS because I boot multiple operating systems on my PC and the payment went through, which means it's probably due to the restriction removed by the supervisor as advised by mavinc4u or also due to the change in OS.
Whichever it is, I learnt a lot from this experience and I'm really grateful to you all for your suggestions, inputs and advices.

Lol That was a near miss. Lucky You got it resolved.

But paypal is quite funny, with all this I've noticed that paypal can hold your funds indefinitely without informing you of the reason. I believe this Nigerian paypal is still fair because they can't hold funds from our bank account.
