Most Nigerians abroad even those with mixed races are still connected to Nigeria in one form. From under 20 level, we should be seeking the best from wherever they are, home or abroad.

I agree with home based under 17 only because of MRI tests. In the past, we knew many of them were not under 17. When i was in final year Unilag (a long time ago), I had a class mate who went to play football. He claimed 18. We were around 22-23 at the time.That is +5 years. It is easy to get a passport for whatever age.

In Yemi Tella's time, i would have gotten players from academies abroad. At that time, too many chairmen were claiming under 17.
