You want well built prisons....either you

1) Pay high taxes to get prisons properly built

2) Get the private sector involved (as is done in the USA).

At the same time...we need to

1) Train more magistrates to hear cases

2.Look for better ways to punish lesser crimes that do not involve jail.A chap who steals a radio could do five months of unpaid community service...instead of getting jailed for months.
