That must have been a bursted water pipe from the water works they are collecting water from,nearby construction may have caused the burst. Pipe-borne water still flow from the Oyo state water corporation to older areas of Ibadan and other parts of the state.....the OP may not understand from the pix unless the intention is to cast an aspersion....
