Police discretion will now apply in resolving the matter.
Besides that person with right has to be defined also in Law.
If he or she doesn't fall under the category of those exempted,then such person(s) is culpable.

why and how would you get charged?If "insulting" is captured in the books as an offense,one may be prosecuted if found culpable.you further asked "what if the one you reported had the right to insult you" and I responded by writing that the police discretion will apply.

Police discretion here doesn't in anyway make him (the police) charge you just for mere reporting,after all you are the victim and the person with such right as claimed, is the culprit, up and till he /she proves his rights to so insult you.His rights must be on either moral grounds e.g your parents,elder or any person in authority over you,or any person any written Law had defined as having a right to so insult.

if "insult" had been made an offense, then you are also guilty of such offence.The rule is "injury received does not justify doing an injury"
