You may have hypogonadism. Your tests must be done in more than one lab and early morning, However like you said, check if primary or secondary. So do other tests like prolactin, FSH LH Gonatrophins releasing hormones etc. From there you will know the solution

Can you tell me your Testosterone level?
Your testicles soft or normal?
