There has been no time in the history of democracy where the Presidency substitutes the "representatives" of the people.

Allow the Lawmakers do their work, NASS is not all about Saraki and Dogara rather approximately 450 elected representatives of our people.

If you are concerned about their proposals and bills, talk to them, protest their resolutions, actions and inaction. The same NASS defeated the third term agenda, stood against some "perceived" obnoxious policies of Jonathan administration when APC had their way in the chambers.

The NASS is not as immoral as the Executive where Power lies on the decision of one man. With Buhari's formula of 5% and 97%, the need for constituency projects become imperative because the implementation and execution are coordinated by the Executive.

you are talking rubbish with your last paragraph..so boreholes and town halls are what is lacking or more important in your constituency right? It must really be backward

The only thing this APC government knows is corruption. Buhari you're the minister of petroleum why is there fuel scarcity all over the country? Buhari will say corruption...

The budget you submitted to the NASS is highly padded why? Buhari says its because of corruption...

Buhari why have you been unable to put in place what you promised Nigerians? Buhari will be like 16yrs of PDP is highly corrupt...

Buhari why have you been on air more than in your office since your administration... Buhari will be like you know PDP is corrupt so he's travelling on their behalf for what they should have travelled the past 16yrs.

Tell them the truth that this administration is insensitive, visionless, directionless and khakistocratic they will say your corrupt.

Your fighting corruption yet things are going from bad to worse ...

Corruption is just so rooted in this country.... Hian! When are we ever going to get it right? Nigerians, this is our chance to boot corruption out once and for all and yet we are still divided along political lines. If we miss this opportunity, posterity will not forgive us. It is high time we united and kick corruption out once and for all

They are immoral, - you sounded like fayose, or a fayose apologist, just now, was it the federal govt., that promised the constituency's the roads or the members, during their campaigns? they should go and source for the money themselves to do the roads and not use power the don't have, the right thing for them to do is write letters to the minister(s) requesting certain roads, before the budget is prepared- then they are doing the right thing, and not abrogating illegal powers to themselves, by tinkering with the budget* which is strictly an executive plan* now the federal govt is trying to fulfil it's plans some group of people are trying to sabotage it* - NASS representing the people my foot, how many of them have constituency offices, how many of them actual get letters from their constituents using this as a policy to either write the executive on-behalf of their people?

You oppose even when it is to your own detriment?... that is quite strange. On this very case, the biggest project which benefits the 5% is removed and replaced with smaller irrelevant projects which benefits the 97%, but you obviously do not see that. You just believe you owe yourself a duty to oppose Buhari at all times and pitch your tent with anyone against Buhari irrespective of whether the case is to your own detriment or not. Quite weird! shocked

Not even suprised at all these budget shennanigans anymore! As usual our problem in nigeria is only down to "our leaders"! Just look at the _stupidity being displayed by these 'nass' members? Removing projects geared towards providing critical infastructure for their peeps and instead inserting tricycles and boreholes for their constistuencies? I give up!

Maybe NASS now means "national assembly of _stupid senators"!
NASS is not made up of senators only. We also have the Members of House of Representatives. The lower chamber

The NASS said no going back on those project as they are meant for rural dwellers.

Nigeria doesn't belong to urban or metropolitan cities alone.

Well if this is the case I think think this is just making a mountain out of a mole hill. The way I understand it this is just a power struggle between the executive and legislators on how to deliver. I don't think it is the function of the Legislature to direct projects. Once they have agreed a framework and set targets they should allow the executive to administer however I fully understand that as representative of the people closer to the grass roots (where the real Nigerian resides) than the executive can ever be and they more than any know what things will benefit their peoples. Secondly if any person feels the Legislature is a rubber stamp then they have it coming. If they can not only give the executive a rough ride in budget and a rougher time in implementation the same Nigerians who are critical will thank them for it. The running of the country is not a executive preserve only. There is nothing here. Buhari and his team should go and develop negotiating skills. This is a democracy. No one gets all he wishes for. For a good reason.

Kindly educate me on what each member in National Assembly are doing with their consistency allowance? most of them are collecting these allowances, and few of them can show for it! my consistuency is part of where Saraki claims to be representing, till date no single project carried out by him. how do you want me to believe that the issues has not been politicized?

Gradually we are seeing the true colour of the NASS members as people who are only interested in what they will make out of the government and not what they will give.
A congregation where you have a lot of past governors and other political jobbers what do you expect. The fact that both the immediate past and present Senate Presidents were named in the Panama papers scandal is an indictment on the whole NASS.
I hope PMB and his team will play their games well to avoid the unholy set up of those greedy & self centered legislators.

https://www.youtube.com/watch?v=5KE2XYj9Id4

That's the video where Ameachi was before the House of Representative discussing the Lagos-Calabar railway. While as a matter of fact, it is not stated in the initial appropriation bill, there is an obvious over 50billion naira in the allocation to the ministry. The OP says
"Vanguard learned that although the N60 billion meant for the Calabar-Lagos rail budget was not in the original budget, the Budget and National Planning Minister, Senator Udoma Udo Udoma, successfully defended and got it included in the amended budget."

Ameachi offhand mentions the path that the projected railway will pass. People should lay aside sentiments and think of the benefits. He mentions the route as Calabar- Uyo- Aba- Portharcourt- Yenegoa- (Otuoke)- Yenegoa- Uwelli- Warri- Sapele- Benin- (Agbor- Asaba- Onitsha)- Benin- Ore- IjebuOde- Sagamu- Lagos.
Commonsense shows that it is in the amended budget, even if typo error or whatever error did not put it in the initial budget, the billions of naira gap is there. Also Ameachi talked about it so generally and certainly without any of the National assembly railway committee members countering his claims.

Let us also note the times when the budgets were signed in the past, less people say that the current administration is too slow, despite the hitches.
2005 budget signed on 13th of April. http://allafrica.com/stories/200504130552.html
2008 budget signed 15th of April. http://allafrica.com/stories/200804150685.html

2012 budget signed 13th of April. http://www.pmnewsnigeria.com/2011/05/27/in-pictures-president-jonathan-signs-budget-2011/
2013 budget signed 26th of February. http://www.channelstv.com/2013/02/26/jonathan-signs-2013-budget-into-law/
2014 budget signed 22nd of May. http://www.vanguardngr.com/2014/05/new-2014-budget-entry-throws-senate-confusion/
2015 budget signed in may 2015 as well. So, wailers should keep this in perspective too.
