That's also a reasonable question to ask, but, the presidency later made d provision in d supplementary. I'd like to believe the Hon minister forms a part of d Presidency? My grouse however is, why is d NASS feigning ignorance over d provision in d supplementary.

Remember they said at the beginning of this budget controversy, that, d presidency could send amendments in form of a supplementary budget instead of withdrawing the budget in entirety? So, why did they overlook the corrected mistake from d presidency?

All the security academies are in the north and south never see any reason to demand for a change becus wen igbos talk about it, yorubas will join forces with northerners to say no and south south will say we don't want to be like igbos, let's flow with the central govt bla bla bla. Yes, igbos don't have major fed government preaense becus of the civil war...the region is not trusted.
But I am proud of the region...the region saw that this unity won't work and they fought for their idea. I am ever proud of them. May be we all would have gotten it right if we had gone our separate ways. U see, unity is not a do or die thing. For waking up to fight but lost the fight, I am proud of them. Thanks for your post and being direct .... while others chose to be beclouded by tribalism and hatred for Buhari, shifting the blame unto him.

Let me quote the Senators involved:

1) Senator Udoma Udo Udoma Minister for Budget and Planning,
told our reporter at the weekend that the government included the project in the 'amended budget' and passed it to the Standing Committees of the Senate and the House of Representatives..... after the federal government had included Lagos-Calabar in its proposal, the Minister of Transport Rotimi Amaechi was sent to meet with the Senate Committees on Land Transport and Appropriations.

2) Senator Ashafa , Chairman Senate Committee on land transportation
I confirm that the Lagos to Calabar rail line was not in the original document that was presented to the National Assembly by the Executive.
However subsequently at the budget defense session before the Senate Committee on Land Transport, the Hon. Minister for Transport, Rotimi Amaechi, did inform the committee of the omission of the Lagos to Calabar rail modernisation project and indeed sent a supplementary copy of the ministry's budget to the committee which contained the said project. ....While the committee did not completely agree with all the changes made in the subsequent document, being fully aware of the critical importance of the rail sector to the development of our dear country, distinguished members of the Senate Committee on Land transport keyed into the laudable (Lagos to Calabar, rail modernisation) project and found ways of appropriating funds ( #54 Billion fund "found floating" in the Ministry's budget ) for the project without exceeding the envelope provided for the ministry.

3.) Senator Senator Danjuma Goje , heads the Committee on Appropriations.
Mr. Goje was said to have been lukewarm towards the rail project , asking instead to meet Amaechi privately at home. It was not clear if he eventually met with Amaechi.

4.) Senator Abdulmunin Jibrin , House chairman on Appropriations (allocation of money to projects in Budget)
Senator Abdulmunin Jibrin: In tweets in response to claims by members of the federal executive that National Assembly deliberately removed the project from the budget, Senator Jibrin stated that they “found N54b floating” in the Ministry of Transportation budget and decided to allocate it to Lagos-Kano rail, an airport security project, and the rest given to the Baro Inland Port project in Niger state .

From the above, l have a few questions of my own:

1.) If there was a #54 Billion "found floating" in the budget, and this was subsequently appropriated for the two rail projects, why was the part meant for the Lagos-Calabar portion also diverted to the Kano-rail (Northern project), an unnamed (but likely a Northern one) airport security project, and the rest given to Borno Inland Port project in Niger State (Northern project again)?
Is it that the South of the country does not deserve any physical project and is being short-changed by Senators of the Northern extract?

2.) The Eastern Senators who are of PDP, were the one that foisted Saraki as the Senate President , on the nation, is this Saraki's way of repaying them, by depriving them of a project that was ready-funded and diverting the funds to the North?

3.) Where were the Senators from the East, like Tweeter Senator Ben Bruce, Stealler Oduah, e.t.c when the Northern Senators like Goje and Jibrin were HACKING the Budget and diverting funds for Southern Projects, into the North? If its to follow Saraki to the ICC for trial, they will all wear agbada but look at how they fumbled in their primary responsibility!

4.) Even if the project was not in the original budget sent to the NASS... and was later included by way of supplementary Budget addendum, why did Godje and Jubrin (both Northern Senators) remove it and diverted the funding to projects meant for the north?

5.) How did Senators of the East and PDP who supported Saraki to become Senate President, allow him to foist the two most powerful Committee chair-positions, when it comes to funding projects from the budget, to the North?
Why not one to the North and the other to the South-East, South South or South West?
I hope we are all realizing how "dangerous" this Saraki of a person is, by now?

6.) Finally, why are the Northern Senators, knowing what they have done behind our backs, trying to harass Minister Amaechi and blaming him for what they did intentionally?
Easterners might not like Amaechi for decamping to the APC but that is what politics is all about! he realized his error and quickly remembered the South/Eastern region needed this rail line so he quickly corrected himself.... only for the Northern Senators who are now blaming Amaechi, to do their hacking on the project and its funds?


If these Senators think Nigerians are fools, they have another thing coming.
They have been exposed once and for all.
Buhari needs to send that Budget back and ensure they include that Lagos-Calabar rail project into ti (and any other project they have hacked out) ... before appending his signature.

Nigerians would wait, if that is what it takes to make these criminal Senators to do the right thing.
And if they dare abuse their "powers" on Ameachi or PMB, Nigerians are prepared to match on the NASS itself

Sad to say, you can not eradicate it anytime soon since it's inbuilt from birth. This is what you end up with when parents feed their children hate, bitterness and divisive sentiments from birth.

You just admitted that Amaechi included the Lagos Calabar rail project as part of the supplementary budget during amendment. You accepted it as laudable, now you submitted your amended budget and it is missing.

These senators are the real problems of this country.

Why remove something that you agreed with the minister to include? Where do you now want to put the money for that? These people want to tuck the money somewhere convenient for them to reach.

Amaechi owes no one an apology. In fact they owe Nigerians an apology for deliberately removing the rail project after agreeing with the minister.

The only reason some people are attacking our lawmakers from the SS and SE is because.

- They can never hold buhari led executive to account for ANYTHING.

- they want to protect Buhari at all cost.

- They have decided to believe that the Lagos-calaba rail project was in the budget and was removed by the lawmakers.

Truth is. It was never there. I repeat THE EXECUTIVE DID NOT PUT IT IN THE BUDGET.

Thanks for your post and being direct .... while others chose to be beclouded by tribalism and hatred for Buhari, shifting the blame unto him.

Let me quote the Senators involved:

1) Senator Udoma Udo Udoma Minister for Budget and Planning,

2) Senator Ashafa , Chairman Senate Committee on land transportation

3.) Senator Senator Danjuma Goje , heads the Committee on Appropriations.

4.) Senator Abdulmunin Jibrin , House chairman on Appropriations (allocation of money to projects in Budget)


From the above, l have a few questions of my own:

1.) If there was a #54 Billion "found floating" in the budget, and this was subsequently appropriated for the two rail projects, why was the part meant for the Lagos-Calabar portion also diverted to the Kano-rail (Northern project), an unnamed (but likely a Northern one) airport security project, and the rest given to Borno Inland Port project in Niger State (Northern project again)?
Is it that the South of the country does not deserve any physical project and is being short-changed by Senators of the Northern extract?

2.) The Eastern Senators who are of PDP, were the one that foisted Saraki as the Senate President , on the nation, is this Saraki's way of repaying them, by depriving them of a project that was ready-funded and diverting the funds to the North?

3.) Where were the Senators from the East, like Tweeter Senator Ben Bruce, Stealler Oduah, e.t.c when the Northern Senators like Goje and Jibrin were HACKING the Budget and diverting funds for Southern Projects, into the North? If its to follow Saraki to the ICC for trial, they will all wear agbada but look at how they fumbled in their primary responsibility!

4.) Even if the project was not in the original budget sent to the NASS... and was later included by way of supplementary Budget addendum, why did Godje and Jubrin (both Northern Senators) remove it and diverted the funding to projects meant for the north?

5.) How did Senators of the East and PDP who supported Saraki to become Senate President, allow him to foist the two most powerful Committee chair-positions, when it comes to funding projects from the budget, to the North?
Why not one to the North and the other to the South-East, South South or South West?
I hope we are all realizing how "dangerous" this Saraki of a person is, by now?

6.) Finally, why are the Northern Senators, knowing what they have done behind our backs, trying to harass Minister Amaechi and blaming him for what they did intentionally?
Easterners might not like Amaechi for decamping to the APC but that is what politics is all about! he realized his error and quickly remembered the South/Eastern region needed this rail line so he quickly corrected himself.... only for the Northern Senators who are now blaming Amaechi, to do their hacking on the project and its funds?


If these Senators think Nigerians are fools, they have another thing coming.
They have been exposed once and for all.
Buhari needs to send that Budget back and ensure they include that Lagos-Calabar rail project into ti (and any other project they have hacked out) ... before appending his signature.

Nigerians would wait, if that is what it takes to make these criminal Senators to do the right thing.
And if they dare abuse their "powers" on Ameachi or PMB, Nigerians are prepared to match on the NASS itself

First of all he is not from ND, secondly he said Igbos made Niger Deltans hate Buhari. If he was truly from SS he would know that we feel cheated that GEJ was voted out due to tribalism and not because the Igbos instigated anything.

He also mentioned that PMB is an achiever, what has he achieved?

Any sensible person from SS or SE reading his post can guess the tribe he comes from. Since when did PMB care about 5%?

The Lagos Calabar rail is just named Lagos Calabar . The Rail actually goes from Lagos to Calabar to Aba to PortHarcourt to Ughelli to Sapele to Benin and to Ore to Ibadan and back to lagos. It is South west, South South and South East rail. The rail is expected to also link Onitcha and Asaba and Warri.

We claim we are more educated than the North. We brag with our worthless PhDs. Notherners with ordinary primary Six certificates are dribbling our PhD senators like Lionel Messi.
