With respect Sir, THE POINT IS THAT YOU MISS THE POINT. I want this project budgeted & executed; it is one of my dream projects. If you read my posts carefully, you will understand that my simple point is that[b] it does not lie in the mouth of the Presidency/Amaechi to attack the NASS[/b] over the project when the Presidency itself never included it in the budget they presented to NASS; that is all I am saying. You & I can shout about it but I am saying the Presidency should not claim to be the good guys here while the NASS become the villains. If what you are saying are the facts then it means it was NASS (through it's Committee on Transport) that recommended the project sequel to the budget defence while the same NASS (through its Committee on Appropriations) rejected the recommendation. My point therefore is that while the rest of us ordinary citizens can scream at NASS for refusing the recommendation, etc, the Presidency has no moral grounds to scream at NASS for excluding a project the Presidency itself failed to include in the budget they sent to NASS. THE WAY FORWARD: instead of the Presidency to waste everyone's time throwing stones at NASS; they should sign the budget into law & immediately send a supplementary budget to NASS for the Calabar-Lagos Rail project

You are getting carried away!

There are FIVE issues at stake:

1.) Original Budget: It did not contain the Lagos-Calabar rail. The Presidency is responsible for this oversight

2.) Amended Budget: The Lagos-Calabar rail project was included in a Supplementary/Amended Budget and sent to the NASS.
Question: Is this legal? Answer: YES.
The Presidency thus, has corrected itself. What else does the NASS want?

3.) Appropriation of Money: Money was provided for the Project to the tune of #54 Billion ...Money which NASS decided to consider as "floating Money"! Where on earth does a whopping #54Billion "float"... like it is #5 only?

4,) Diversion of Budgeted Funds: The Money budgeted for the Lagos-Calabar Rail was diverted by some Northern Senators, into Northern projects ( Lagos-Kano rail, an airport security project, and the rest given to the Baro Inland Port project in Niger state.. ALL NORTHERN PROJECTS!) majorly by Senator Abudlminu Jibrin and Senator Danjuma Goje.... with the "tacit support" of some Eastern Senators who kept quiet like they are no longer Senators, when all these manipulations were on-going.

5.) BLAME GAME: While it is okay to blame the Presidency for not including the Lagos-Calabar Rail project in the original budget, they have made-up for that error, by sending it as a SUPPLEMENTARY addendum and making money available for it.

*But why would the Senate DIVERT the money for this project, into another project?
*Why would the Senate claim it was "floating money", when they knew what it was meant to finance?
*Why would the Senators be pretending that they are not aware that a Supplementary Budget for the project has been sent to them and debated by them, as confirmed by Senator Gbenga Ashafa, who chairs the Senate Committee on "Land Transportation?


Who are these unserious Senators trying to fool? It is NIGERIANS that are attacking the Senators.... not Amaechi of the Presidency, they know and should stop pretending.
