Remember it took time before the judgement were delivered , and during that time NOI were regularly having meetings and lobbying with those State commissioners on several occasions, but due to they were just messengers from State governors, There pay masters (The governors) refused to adhere to the advices/instructions from a world financial management expert, due to corrupt tendercies from those governors. |
