for ur mind u too sabi things, budget defense is not done on the floor of the house. each committee handles its ministry n the final outcome is being send to the committee on appropriation to work on.
atleast I watch d day the budget was passed, danjuma goje made his prepared speech n read the elaborated details prepared by his committee.

u dont expect the house to deliberate on the elaborated budget when d details was being in the kitchen prepared by jibrin n his cohorts.
it would hv been easy to criticise the senators from south if the day that budget was passed, the were privy to the details.

I put Lagos - Ibadan Highway in blue because this road is not important to South west ppl thus they dont need to be passionate over its, at least they love how ppl die everyday on that high way....Cowards will always be cowards....the strength of a chain is in its weakest ring and SW is the weak link in Southern Nigerians chain....

I am reposting this from another thread, for educational purposes!


1.) Under the principle of "Separation of Powers", only the Executive has the constitutional Power to Write a Budget.
The President shall get its costs for various projects that it wants to do, (from the 'market)', attach such amount to the projects, compile the Budget and PAS IT to the legislature (NASS) for their own role,( below)

2.) The role of the Legislature is to scrutinise the budget in terms of cost (to check Executive abuse of reckless spending). That function is called "Appropriation".

3.) If there is a PROJECT the NASS does not like in the budget, it DOES NOT HAVE THE POWER to REMOVE it!
In fact, the Legislature has no power to ALTER the budget.

But it has one very strong power: It can REFUSE to appropriate money for any PROJECT it does not like.
That PROJECT, by so doing is DEAD!


4.) By not funding a project, the NASS has killed the Project. (literally having same "effect" as removing it)
This is where the Powers of the legislature ends, as far as budgeting is concerned

5.) The NASS does not have the power to ADD or REMOVE ANY PROJECT FROM THE BUDGET.
That is the duty of the Executive Arm of Govt; but it can refuse to fund a Project, any project, in the Budget.

6.) The NASS also does not have the power to "INCREASE or DECREASE FUNDING for a project (from what the Executive has stated).... but it can REFUSE FUNDING COMPLETELY (Note the difference between "changing figure" ......and "putting zero figure", by refusing funding. It can put "zero figure"... but it cant change figure!

Let me make it clearer:
*WRITING, PRESENTING, ADDING / REMOVING PROJECTS TO/IN THE BUDGET => EXECUTIVE ARM OF GOVT (President and Ministers)

* FUNDING ( or NOT FUNDING/ complete removal of fund) for PROJECTS in the Budget => LEGISLATIVE ARM OF GOVT (National Assembly)

You see how both arms of Govt can checkmate each other?
One would write or remove and cost, while the other would decide to fund or not... but cannot write or remove!
That is the beauty of "The principle of Separation of Powers".

Now, if one of the Arms of Govt tries to do its duty and that of another arm of Govt, its action are said to be 'ultra vires', unconstitutional, unlawful, null and void.

So, by adding "PROJECTS" to the Budget presented by the Executive, NASS has over-stepped its boundaries
By Reducing and Adding money (as against outright refusal to appropriate funds in full, as written by the Executive), NASS again has gone beyond its powers.

NASS members know this but their GREED and "business as usual mindset" is not letting them stick to the rules.
Unfortunately, we now have a President who knows the rules and is bent on working by the rules

He being accused of "padding" at the beginning, may be the reason he is sticking to the rules now, aside his own personal integrity
Unfortunately again, most Nigerians dont know the difference/facts and the NASS is trying to manipulate them into thinking Mr. president is just being pig-headed!



- If there is a Project they want approved, they can inform the Executive, who will decide to include it or not
- If there is a project they want to increase its funding, they can INFORM the Executive, who still reserve the right to say "No", we dont want more money for it (or we want more money for it).
- If they cant agree, NASS simply would not approve money for the project at all. That project is "dead" and stands expunged from the budget because there is no money appropriated to execute it, in the budget.

This is the position of the constitution and the Courts, as explained by Constitutional Lawyers at SAN level.

Despite all the DETAILED EXPLANATIONS about the "PROCESS" of presenting, verifying, appropriation and signing into law of the Budget (as shown on the previous page), a lot of posters here are just unable to grasp the point!

The Word "Trimming" is alien to the Nigerian Budget! NO ONE can TRIM ANYTHING in a Budget proposal.
Each individual PROJECT in the Budget proposal is Either Approved and FUNDED WHOLESALE (By the NASS) or it is NOT FUNDED and thereby Rejected (by the NASS).
The NASS dont have the Power and authority to TRIM or INFLATE COST nor INPUT New Projects not already included by the Executive.

If any project is considered "desirable" by the NASS, it must INFORM the Executive in writing, and explain why it wants the Executive to include the Project. The Executive can ACCEPT or REFUSE to add it to their Budget.
The BUDGET PREPARATION BELONGS "EXCLUSIVELY" TO THE EXECUTIVE ...WHILE THE FUNDING OF SUCH PREPARATION BELONGS "EXCLUSIVELY" TO THE NASS. End of Story!

Why is this simple truth so difficult to understand and comprehend by most Nigerians, especially the younger generation?
Even grown-Up Legislators have come on TV to say rubbish and spew sheer ignorance! Wetin? angry angry
You dont have to be a graduate to understand simple things..... or is it the hatred of the Executive Arm of Government that is causing this "brain illness"?

The projects that were either expunged or allocated amount reduced are only in SW? I shake my a55 for you.

I never knew the 2nd NB is in SW, likewise Itakpe-Warri road and Calabar-Ikom-Obudu road.

Blaming the SW cannot exonerate the SS and SE. Let's us put our house in order and hope that others will follow suit. We can't continue defending people who do not have our interest at heart (I'm assuming you're not a "polithiefian" ) or in the end, we'll realise that tribal bigotry amongst us will only favour the ruling class and we will remain worse off for it.

Well, SE folks are less concerned about this bridge and as we've seen on NL, they claimed PMB canceled the bridge when in fact PMB budgeted for the bridge to be built. This is how they ill informed themselves because of hatred, bigotry and upside down politics.

They are still busy attacking the President, calling him incompetent because he did not include these projects in the original budget when in fact he did.

We heard Fashiola stating categorically that the 2nd NB is one of the priority projects they budgeted for and must build..
When you look out for them, they hate you, when you deny and deprive them, they love you and call you their hero and role model..

You are right though... but that is not how the Constitution operates (as of today).
if the President acts out of Constitutional means, he may be just setting himself up, for impeachment.
You know this President has a lot of "Foxes" waiting to devour him at the slightest opportunity! grin grin undecided

Having said that, the "Document" sent to the Senate, and sent back to the President, is not yet a Budget, until it is signed into law by the President, hence releasing it to the public at this point, is unconstitutional.


Again, you would have read where the Senators were blaming the Executive of "making the public hate them"! shocked shocked
To put the Document they sent to the President for signature..... in the public domain, without signing it into law first, will give ammunition to such baseless accusations shocked

Going forward, l agree with you but will further suggest that Govt should have a "Budget website" where each passing back-and-forte is published on such website. that way, no one can accuse the other of playing to the gallery.

1. Because the amount is small compared the rest in southern Nigeria
2. Because most of the billions added to then North more than cover that 260Million more than twenty times.
3. I am from South South and southern Nigeria in general. Majority of the cut is from the South. That Kano cut was to deceive us.

its all about 2019 bruv, any ongoing project in the ss and se, completed or not by 2019 by an APC led FG will spell disaster for the pdp, even the pdp senators there will find it difficult to win back their seats in 2019.
