In Nigeria's case I feel the house of representative should be scrapped since all the 36 states have a house of Representatives. Then the leaders(minority and majority leaders) of the various houses can meet in Abuja every quarter to deliberate national issues. I would even suggest they travel by road so that the would be motivated to fix the portholes on the roads they travel by

This is a country that has the well being off her indigenes' at heart. Knowing fully well that instead of wasting such a huge amount of money on senates, they rather use it on something more meaningful to better their country. If it were to be in Nigeria, it would be a do or die affair.

Nigeria should follow suit, our Senate is a complete waste of money, the money they spend in buying cars alone can go a long way in doing something tangible for the rest of Nigeria. Bought some exotic cars for committee use some two or 3 months ago, got another round of exotic jeeps just about last week or so for every member of the Senate, almost surely another round of cars will be bought before elections in 2019,then towards the end of their tenure they will sell of the cars to themselves and the next senators which certainly will include some of the current crop will repeat the same buying of cars afresh, whether they are there to make laws or feed fat at the expense of the masses, we may never know. But I believe it can't work in Nigeria, they will rant about the executive going dictatorial and tyranny if the option for their disbandment was to be touted, but deep down, it's not about their fear for democracy it's about their hunger for looting the public treasury

Even if it is costly in Nigeria, it is for the best that we have senate house.APC's tyrany will just get worst if we scrape the Senate.One advice instead is to ban elders from running the affairs of this nigeria.I have seen over the years that the major problem of the Nigeria's political class is the Hypocratic Elders we have.The Elders council are the most corrupt, Hypocritic and worst of all shameless e.g AREWA CONSECUTIVE FORUM,NORTERN ELDERS FORUM,OHANEZE faction supporting the bias Buhari,UPU faction supporting the bias Buhari.So my only advice here is scrap the hypocric houuse of Elders Councils in Nigeria.Ban Elderly politicians like Buhari,matima Sule,Dambazzau,Danjuma,Anenih and other hypocrites this we save us some cost and will stop some misleading.Thanks.

Very good points except the increase for performance. It should only be allowed if also applicable to civil servants working for the same government at N18,000 minimum wage, don't you think

But the youth have not fared better in terms of corruption and hypocrisy, it was the youth that earnestly asked for Abacha. Youthful politicians like Farook Lawan, Labaran Maku and Dimeji Bankola were as corrupt as the elders. Youth organizations like NANS suffer the same disease as any other organization.

Our own corrupt senate should be desolved too and all of them, both present and past senators thrown in jail or legally killed!

The lower house should be retained but the present representatives and past should be jailed or legally killed.

New representative's monthly salary and allowance won't exceed 300k. The President's won't exceed 600k, VP 500k, Minister 300k, Governor 350k, Dept. Gov. 300k.etc. And make it extremely hard to loot public fund.

If we make political offices less enticing financially for thieves, we will have a better opportunity to elect real patroits who will truly serve to save this dying country.

It's been frequently pilloried and described as an instrument of cronyism, a way to reward loyal party workers who did not get elected to the larger national assembly. Around half the senators are directly appointed by the president.

Congress also voted to abolish the office of vice president, establish in 2009 by then-President Abdoulaye Wade, the BBC reports. It has not ever been occupied.

For Governors: Minimum of Bsc + MBA
For Local Govt: Minimum of HND
For Council Chairmen: Minimum of OND
For Ministers: Minimum of PHD
For Senators and d likes : Minimum of MBA

Good and sincere leadership has nothing to do with academic qualifications.
If academic qualifications is a sole yardstick for good governance, why do we still have highest level of bad leadership i many universities and teaching hospitals where we have academic Dons?

iv. it prepares budget
v. it oversees day to day running of the administration
vi. the chief executive signs bills into law
vii. it initiates bills into parliament


THE LEGISTLATURE
It is also known as parliament. Every country has its name for it, for example in nigiera, it is known as National Assembly


FUNCTIONS

i. its main function is law making
ii. it approves annual budget
iii. it give approval to nominees of chief executive
iv. ratification of treaty negotiated by the executive
v. it performs semi-judicial function in some countries
vi. it can carry out investigation on issue of public interest
vii. it performs enlightenment campaigns through its activities like debates

TYPE OF LEGISLATURE

(a) Bicameral Legislature
(b) Unicameral Legislature


BICAMERAL LEGISTLATURE
This refers to the legislature with two legislature chambers or houses e.g. Nigeria, U.S.A, and Britain etc.

REASONS/ ADVANTAGES
i. To check, delay and reverse any hasty legislation that would have been passed by a single house.
ii. Distinguished citizens can be nominated where possible for their wisdom and resources to be sapped.
iii. To prevent emergence of dictatorial government.
iv. In a nominated seconds house, the house can be non-partisan
v. It allows for efficiency as a result of sharing of works between the two houses
vi. In a federal system of government, the second house can be used to provide for sequel representation among states e.g. Nigeria senate.


PROBLEMS/ DISADVANTAGES

i. there May be rivalry between the two houses because of problem of power distribution
ii. it is a waste of resources and manpower
iii. the second house may be two conservative e.g Britain
iv. in a nominated second house, it may be seen to be undemocratic
v. it may bring delay in law making
vi. it is too expensive to run smoothly


UNICAMERAL LEGISLATURE

This refers to a legislature with a single legislative house e.g. Israel

ADVANTAGES

i. Quick law making process
ii. Absence of rivalry
iii. Less expensive to run
iv. Ideal for a unitary state.

DISADVANTAGES

i. Bills can be hastily passed
ii. It may not be appropriate for a federal system
iii. Legislature can easy dominate executive
iv. Doctorial regime can easily emerge
v. It make it easy for the dominant party to dominate the legislative


THE JUDICIARY

It is the arm of government that is responsible for interpretation of law and settlement of disputes.
FUNCTIONS OF THE JUDICIARY

i. it interprets laws
ii. it settles conflicts in the society
iii. it protect the right of individuals
iv. it protects the constitution from both executive and legislature


FEATURES OF THE JUDICIARY

i. Independent of both executive and legislature
ii. Professionalism – they are legal experts
iii. Stable tenure of office
iv. Judicial immunity in the course of performing their official duties
v. It operates based on laid down procedure
vi. It has laid down code of conduct


INDEPENDENCE OF THE JUDICIARY

It means judiciary should be free from the excessive control of the other two arms of government when carrying out its official duties

an illiterate is someone tht says he is fighting corruption since he came into power & told us the masses tht he hasnt selected his cabinet yet for over 6 month coz he was searching for corrupt free citizenns to appoint as ministers but still went to appoint amaechi,fashola,fayemi,etc tht looted all the states they ruled & some has even being indicted by corruption tribunals from their respective states.
An illiterate is also someone tht disobeys court orders which shows he doesnt know anythng abt the rule of law & knows nothing abt the 1999 amended constitution.
an illiterste is someone tht ddidnt read a budget he submitted to the senate & went abt over the media to tell an international journalist during an interview tht she knows better than him abt his countrys budget.
an illiterate is someone tht the ppl he is rulling are passing thru hell queuing day & night at the filling station looking for fuell to power their generators coz he failed to provide them with basic & social aamenities like power.
an illiterate is someone tht the national grid dropped to 0mgw underr his regime,somethng tht has never happened anywhere in the world.
an illiterate is someone tht hasnt fulfiled one of his electoral promises since he came into power & he is busy junketering around the world with the little foreign reserve we have & notn to show for his junketering,,
