The reconciliation committee of the National Assembly on the 2016 budget may return the corrected details of the appropriation bill to President Muhammadu Buhari on Saturday (today), findings revealed on Friday.

The committee is chaired by the Deputy Speaker of the House of Representatives, Mr. Suleiman Lasun.

A second committee from the side of the executive is chaired by the Minister of Budget and National Planning, Udoma Udo Udoma.

Investigations by Saturday PUNCH revealed that the two committees would meet, fine-tune the details of the budget and forward it to Buhari possibly today.

The President and the leadership of the National Assembly had agreed to set up the committees after a brief meeting on Wednesday night in Abuja to reconcile the “grey areas” in the N6.06tn budget.

The Senate President, Dr. Bukola Saraki, and the Speaker of the House of Representatives, Mr. Yakubu Dogara, as well as the principal officers of both chambers attended the meeting, which was held at the Presidential Villa, Abuja.

Some senior officials of the National Assembly confided in Saturday PUNCH on Friday that the members of the Lasun committee worked all night on Thursday in a bid to speed up the reworking of the budget’s details.

“The Deputy Speaker and the other committee members slept at the secretariat on Thursday.

“They will likely sleep there today again (Friday) because their plan is to ensure that the budget details, as corrected, will reach Mr. President on Saturday,” one of the officials stated.

It was gathered that some members of the Senate and House Committees on Appropriations, which created the “distortions” in the first place, marveled at the work pace of the reconciliation committee.

Saturday PUNCH learnt that among the grey areas, which would now be deleted from the budget, were the N40bn lawmakers added to the original vote for zonal intervention projects.

Buhari initially proposed N60bn for the projects, but the lawmakers jacked it up to N100bn with an inflated N40bn.

Similarly, projects worth over N4bn, which the Chairman, House Committee on Appropriation, Mr. Abdulmumin Jibrin, allegedly earmarked for his constituency in Kano State without the knowledge of his colleagues, would be removed from the details.

Saturday PUNCH also gathered that Buhari opposed all cuts in his original projections that were up to 40 per cent.


A source said, “The President wants the original figures retained because he feels the cuts will affect the implementation of the projects the funds were meant to serve.

“Any cut that is up to 40 per cent will be reduced. Of course, this will still not affect the overall budget size of N6.06tn.

“What will happen is that we will juggle round the details and adjust the smaller figures but still retain the N6.06tn.

“Distortions that crept into the budget will be removed to get the document ready for Presidential assent hopefully by Tuesday, next week.”

The Chairman, House Committee on Media and Public Affairs, Mr. Abdulrazak Namdas, confirmed that it was the expectation of the National Assembly that the work would be “done with over the weekend.”

He added that the National Assembly hoped that the budget controversy would be resolved after May 1

This 2016 budget is the first time in the history on our current democracy we've not heard of any report of the executives bribing NASS with Ghana-Must-Go stuffed with dollars for easy passage. As such, the corrupt legislooters found it too tough to accept. They considered it an affront which they must confront, hence the padding. But they underestimated the General at their own peril.

If we've learnt anything from Buhari, we must already know that he sticks to his guns once he is convinced of his position. He is very dogged and unyielding on such issues dear to him and that has helped him to build a reputation that can only be wished for by his haters!

He unrelentingly contested for the highest office four times without minding all the insults, lies and disparaging from the opposition. He eventually became an elected president.

He refused to devalue the Naira which would have effectively submerged us in recession. Today, the economy has more hope of surviving because of it but haters don't know.

I am very very confident that PMB remains the only hope of straightening Nigeria and our ways.

WE ONLY NEED TO BE PATIENT WITH THIS ENIGMA.

Good to see that the executive and legislature have finally found common grounds in all grey areas in the budget. We expect the president to sign as soon as possible and then start implementation without delay. Nigerians are eagerly waiting for the implementation of all the promises made by the APC and this budget will be the starting point.

They are scared with its implementation, there'd be a roll-back on all their lies an negative propaganda against this hard working government.

They would have preferred a penny wasn't going to their regions so they can mount their dirty horses and ride all across the globe screaming "Baba hates us!! We told you so but you wouldn't listen!!"

We all condemn it because that is the most corruption budget in the history of this volatile nation . In the process of righting the wrong legislative use that opportunity to add some clause to favour their constituency .

My question is the legality of the amendment of the document. Should it not be passed at plenary session?

Both the executive and legislative have to blame, the initial budget of fraud was presented by the executive,stolen and later padded which was also confirmed by the presidency. We all condemn it because that is the most corruption budget in the history of this volatile nation . In the process of righting the wrong legislative use that opportunity to add some clause to favour their constituency .

Budgets over the years have always been padded by a consortium of civil servants, ministers and legislators.

Why the scandal blew over now is because of Saraki trial and buhari's refusal to include ghana-must-go in the package as was the norm.

See it under GEJ who even confessed that it had been a practice since he entered as VP in 2007 but nothing was done and i doubt whether anybody was sanctioned

I hope the calabar-lagos rail project is included.
PMB has done well, I thought some senators were boasting to veto the budget some weeks ago, shame on them.

I actually prefer it this time where the APC guys in charge are fighting and opening all the dirty secrets about budgeting that had long been hidden from our eyes unlike the paddy-paddy thing that was always settled with our monies in ghana-must-go by the PDP era.

When it was padded under GEJ, who was in charge of both the executive and NASS? APC? PDP? what did you do about it?

What you should be bothered about is the work-ability of this budget and not whether you're a hailing zombie or a wailing zombie

Jibrin having his "projects" removed is good news!! The Mofo rushed to the press to disparage the Executives thinking it was enough to deflect attention from his daylight heist!! Uhhhhmmm!!

The committee set up has the mandate of the House to do the amendment. I think it's the reason the House may not need to debate it any longer.
