local here means its there is no holiday in some major market moving countries like canada and the us which allow us to trade

It's actually major, China (second largest market) and U.K markets are closed for bank holiday. Japan will be closed Tuesday-Thursday, Europe Thursday.

The laptop on ur mind will do just fine whether it is UK used or naija used, 2gb ram or 100gb hdd, just make sure it has a good battery...
