It shows the level of seriousness attached to governance here. I was also surprised when I first saw the picture too. I mean, a whole president squatting while a General seats on the "presidential chair".

However, Obama and his NSC have a reputation of micromanaging Pentagon policies. Past Defense secretaries, in various fora, complained that the White House got itself unnecessarily enmeshed in the minutiae of the Pentagon's conduct of America's wars.

The sheyetat 13 is among the top special forces in the world but the top spot belongs to navy seals.. For me the spetnaz is not among the top 5..
