The funds was still in "pending balance" and it was stated that I can't withdraw or send until the funds stay till 21 days

The fund is held because it was sent as "payment" and not as "transfer to family/friend". Only way to withdraw your funds before 21days , is to instruct the sender to confirm service delivery from his/her account.
