Good as this statement from the emir sounds, it is fraught with deception and hypocrisy. He's advising his people as a result of economic hardship. Meanwhile, there was a law in 2003 which proscribed punishment for offenders of early marriage and I expect the emir to cite that law and call for its enforcement rather he's talking about the fact that times have changed but his people will not change.
