The Minister of Finance, Mrs. Kemi Adeosun, said on Thursday that there was no guarantee that the Federal Government would implement the 2016 budget in full.

Only on Wednesday, the minister had reported a drop of N18.25bn in revenue accruable to the Federation Account and meant for sharing by the three tiers of government for the month of April.

Adeosun told the lawmakers that in spite of the drop in revenue, no ministry or agency was expected to lobby for funds, adding that there would be a need assessment before money would be released in the months ahead.

According to her, a detailed plan of projects by each ministry or agency will be studied before money is released.


She gave an example of how the President used such trips to seek for the return of the country’s looted funds.

But, the minister complained that the drawback was that some of the countries gave tough conditions for the return of the looted money.

“These countries, who have enjoyed the benefits of being in custody of the funds, are not in a hurry to return them to Nigeria’s coffers,” she added.

She mentioned Switzerland as still keeping $320m of the late Gen. Sani Abacha’s loot on the excuse that Nigeria must fulfil certain conditions before the money would be handed over to the Federal Government.

Contrary to the belief that the recovered funds were in cash, Adeosun told the lawmakers that in some cases, they were wrist watches, landed properties and other jewellery.

I always know that Nigeria is being managed by set of incompetent, rigid, and wicked individuals. This country is being gradually destroyed. Budget that was signed into law this month and Minister of Finance is already giving excuses.

My take, is that only payment of salaries and allowances that will be implemented. If u r waiting for capital projects. U must be on a very long high jump.

Confused govt. Shebi our GDP grew by 0.36% in d first quarter. Let us see how many this second quarter, if it won't enter Minus.

APC thought governance is all about stealing money because they tot was the only thing PDP was doing. Now u there, money u no come even see thief, so the frustration of that gives birth to the Zero Knowledge of Good management and governance.

Empty skulls parading themselves as leaders. Copy and paste government, they couldn't even prepare a budget on their own, to show the level of laziness and dumbness of APC, they just did copy and paste from PDP own and inflated figures to steal to set off their election debts. Even that one sef, them no fit copy and well, only one budget, missing, padded, 2 diff copies, some ministers don't even know wat is in their ministry, lawmakers put and remove, executive put and remove, grey areas, at a point in time they just had to pass the rubbish budget, where aso rock renovation is more than renovation for almost fed universities. It's a shame to call urself a Nigeria under buhari's led administration.

Good riddance.

Budget was based on projection and that calculation has been faulted because muurfuckas in the Eastern region keep blowing up pipes


Furthermore , Assets seized are truly not all in cash in all the cases , and since UK ,US, Swiss among other countries are yet to refund cash , I do not think anyone rich enough to buy assets will be willing or able to buy said assets for fear of prosecution or persecution


Immediate solution is not available , and again the Eastern Region and their love for blowing up pipelines to commit fraud and free money is Nigeria's predicament

How do we avoid the impending dangers to Nigeria’s economy and existence under a Buhari presidency? We must need to face reality as there is no magic in governance. Extremely hard times lies ahead for this country if Buhari ever emerges victorious.

How do you explain to a Niger Deltan that despite GEJ's achievements in almost all sectors, roads, bridges, railways, agriculture, automobile, alamajiri schools, new universities, fertilizer and ghost worker scam elimination, freedom of press, FOI, free and fair elections, power sector. .........etc, he is still booted out.

What will stop the creeks from going haywire again? Buhari will send the troops to the creeks and together they will set the oil facilities ablaze.
OBJ's use of JTF force could not help as no Oil producing company will risk producing crude and killing staff in a volatile region. GEJ under Yaradua had to get down to the creeks to to talk to these boys and effect the amnesty program because they found him as a representation in government.

It will be impossible to convince a ND minority albeit a militant that their own was not persecuted out of office. And that will be the theme of their new struggle. The long term solution to this mess is implementing the Confab report and enthroning true federalism.

A lot of opportunities are springing up around Africa and the IOCs are already geared towards investing in these newer and saner climes than invest in an unstable Niger delta . And while these troubles persists, the oil producing companies will simply withdraw their personnel from the volatile region and all foreign investments will seize in all sectors.

Unfortunately, even if the Nigerian troops kill 90% of the militants, it will take just one militant, a dynamite and just one strategic location along the multi- kilometer trunk lines to continue to wreck havoc to the Nigerian economy.

Fast forward to 2019, if we remain one country and without a civil war,, we will be an economic wreck with no allocations and salaries, no capital projects, no hope with dollar exchanging for 400 naira and we are worse off than we were in 2015.

Cos the truth is that without crude proceeds for now, Nigeria is finished.

And then, we'll be screaming another 'Change' because we would have learnt a bitter lesson in the hands of the Fulanis, Tinubu and Saraki.And then we will ask.... Why were we this silly?

And before you quote me, make sure you outline in clear terms how you or Buhari will avert this obvious calamity staring us in the face
Only last week, they creek boys seem to have resumed activities by kidnapping at Yoho facility operated by Exxonmobil and have shut in 80KBD already. Are we ready for this for the next 4 years?

The entire world stands to benefit from a crisis in the Niger delta. Its not a coincidence that USA who abandoned us at the height of bokoharam is busy shouting for change in govt . Crises in the ND will reduce supply of crude to the Oil market and that would drive up the price of crude for producing countries.... But at Nigeria's expense.

Is Buhari is any way a better Democratic president than GEJ? Is this risk worth it?

It is normal as usual,udo udoma made it clear the other time that budget will not be fully implemented.

This is not new news......

I don't know why some people are yearning gibberish on this page.Where in any country in the world is budget 100% fully implemented. Forget about party nd tribalism.

In July 2012,Okonjo iweala made it clear to house of representatives that budget can never be fully implemented.


According to her, “In terms of 100% implementation, I think that what I read that was said by sections of the National Assembly, will have to do 100% implementation of the budget by September.

First, in my experience worldwide, there is hardly any country where you would implement 100% even by the end of the year and this is based on very broad experience.”

She said that the usual expectation is that implementation would be in the 80% to 90% range, not 100%.
