Its not a plugin issue, its like the op is trying to change the setting of wordpress config.php file.

Check line 31-33 possibly you have a missing quote in one of those lines, single quote should go with single quote, and double quote should go with double quotes.

and see if you've missed something

1. Ok make a copy of wp-config-sample.php
2. rename the wp-config.php that you already have to something else.

3. Now rename the copy of wp-config-sample.php you made in step 1 to wp-config.php and carefully fill up your db parameters vis db host, db user and password in it. Watch out for single and double quotes, place them accordingly.

You have definitely tampered with your wp configuration file. What we just did is to replace the bad config file with another.

If it's not too tedious, check your faulty wp-config.php file and ensure that you are not missing any quotes on the line 32.

This is the cause of the problem.
MY WEBSITE WAS Was hacked and I deleted all the folders in public html.
Then I went to back up to download the backup thereafter I uploaded it.
Since then I always got THIS Error establishing a database connection.
Then I proceeded to change the database information there after I am getting this
Parse error: syntax error, unexpected T_STRING in /home/howcomng/public_html/wp-config.php on line 32

But I will try what you just told me now.
