I just came across this fan online with the following specifications. I think it may be helpful to those looking for low wattage fan & the price is below 2k.

Specifications:
Input voltage:5V;
Input current: 0.5~1A;
Output voltage: 5~9V;
Output power: 4.5W;
Rechargeable Battery: li-ion 18650 batteries, 3.7 V, 2200 mAh
Full Charge: Not more than 5 hours
Three wind speed selections: high, mid, low
Working time: 2~8 hours depending on the speed level
LED light on side for emergency illumination
Dimensions: 140 x 105 x 42mm

I like to give brekete kudos to ceejays80 for initiating this thread and all the wonderful gurus like timifaky,saint face,2busytobother and others who have been sharing their wealth of experience helping others making sure there's no dull moment on this very forum. I stumbled on this thread by mistake and I had to read from page one and it was very interesting and educative from the very beginning if I had known of this thread I wouldn't have made some mistakes and wasted my hard earned money I struggled to save because I've been going the post inverter way since last year and one of my issues have been battery I even bought brand new China battery@#60.000 which was a huge disappointment, ounce more kudos.

ups or inverter will decide that , if u have a 24v ups or inverter ,the connection will definitely be series and if u have a 12v ups or inverter, then its a parallel connection when adding more batteries
