I had a similar experience... d guy asked me how much I'll charge for my services, do I gave him my standard fee whc amounted to $90. I told him I'm flexible and willing to work with his budget though. only for me to see his request on BR with a budget of $70

He's right, it will be very difficult to move it back to 90%.
However, if you can invest in your profile by buying about 5 or more reviews, you might be lucky enough to move to 90%.

Your best bet is to create a new account. If you like buy 10 reviews (5 star), you will NOT get to 90%. It always go down easily, but to build up na war. (Speaking from experience).

90% sef will not get you orders. Buyers will rather buy from a seller will 100-98%.
